Agriculture Industry Linkages in the Economy of Jammu and Kashmir Essay Agriculture plays an important role in contributing to socio-economic development in many countries. It is the primary source for employment, livelihood, and food security for the majority of rural people. The success of this continuation depends largely on the direct impact it has on the national economy as well as how the agricultural sector stimulates the growth of other sectors in the economy. Consequently, understanding the role of agriculture and its linkages to the rest of the economy is important. The inter-relationship between agriculture and industry has been a long debated issue in the development literature. In the Indian context the issue has acquired interest since industrial stagnation in the mid 1960s. Over the years the Indian economy has undergone a structural change in its sectoral composition: from a primary agro-based economy during the 1970s, the economy has emerged as predominant in industry. This has triggered an interest in readdressing the analytical and methodological aspects of the interlinkages between the two sectors the service sector since the 1990s. This structural changes and the uneven pattern of growth of agriculture, industry and service sector economy in the post reforms period is likely to appear substantial changes in the production and demand linkages among various the economy. At the same time the growing integration with the rest of the world in the post-reform period (post 1991 period) and the recent spurt of service sector led growth are also likely to have significant impact on the linkages between the agriculture and industry. This has triggered an interest in read dressing the analytical and methodological aspects of the interlinkages between the two sectors. That agriculture and industry being integral component of development process due to their mutual interdependence and symbiotic relationship, the contribution of agriculture to the economy in general and to industry in particular is well known in almost all the developing countries. However, the degree of interdependence may vary and also change over time. In the theory and empirical literature, the inter-relationship between agriculture and industry has been discussed from different channels. First, agriculture supplies food grains to industry to facilitate absorption of labour in the industry sector. Secondly, agriculture supplies the inputs like raw cotton, jute, tea, coffee etc. needed by the agro-based industries. Thirdly, industry supplies industrial inputs, such as fertilizer, pesticides, machinery etc. to the agriculture sector. Fourthly, agriculture influences the output of industrial consumer goods through demand. Fifthly, agriculture generates surpluses of savings, which can be mobilized for investment in industry, and other sectors of the economy. Sixthly, fluctuations in agricultural production may affect private corporate investment decisions through the impact of the terms of trade on profitability, whereas some of these channels emphasize the agriculture-industry‟ linkage on the supply side or production side, others stress the linkages through the demand side. The production linkages basically arise from the interdependence of the sectors for meeting the needs of their productive inputs, whereas the demand linkage arises from the interdependence of the sectors for meeting final consumption. Further, the linkages between the two sectors can also be categorized into two groups based on the direction of interdependence. One is the backward linkage, which identifies how a sector depends on others for their input supplies and the other is the forward linkage, which identifies how the sector distributes its outputs to the remaining economy. More importantly, these two linkages can indicate a sector’s economic pull and push, because the direction and level of such linkages present the potential capacity of each sector to stimulate other sectors and then reflect the role of this sector accordingly. As far as Jammu and Kashmir is concerned Agriculture is the predominant sector of the economy. Directly and indirectly, it supports about 80 per cent of the population besides contributing nearly 60 per cent of the state revenue, which adequately explains the over-dependency of the population on agriculture. The overall economic growth of the state depends largely on the progress of the agricultural sector, the development of which becomes even more important in the context of the very nominal progress it has made in the secondary sectors. With the introduction of planned development in the state during 1951-56, production of foodgrains and fruits has increased considerably. During 1998-99, the state produced 15.50 lakh quintals of food grains against 4.53 lakh quintal in 1950-51. Of this, Kashmir region contributed 27.20 per cent, Jammu region 72.14 per cent and Ladakh and Kargil region 0.66 per cent Industries play a vital role in the development of an economy. In this regard unfortunately, JK has not been able to attract investments in industries and remained as an industrially backward state. The state does not have a strong industrial base, because geographical location of the state is such that the setting up of large industries with a large Capital base is not feasible, besides adverse environmental consequences. Nevertheless, many small and medium-scale industries have come up basically in the traditional sectors along with areas like food processing, agro-based units and metallic and non metallic products. Thus in such an sectoral environment were industrial sector has low opportunity, Agriculture provide basic linkages in its development . Thus the state of Jammu and Kashmir were main source of income is agriculture for masses of people, the linkages between Agriculture and Industry is very important to study in order to know the potential of Agriculture to develop an industrial environment in the state. In mean while it is important to study the dependence of agriculture on industry, so that both sectors will flourish the development in the state of Jammu Kashmir. The macroeconomic linkage between the agricultural sector and industrial growth has been one of the most widely investigated in the development literature. In the early stages, researchers paid great attention in studying the relationship between the agricultural and industrial sectors, and how these sectors were inter-related. They argued that agriculture only plays a passive role; which is to be the most important source of resources (food, fiber, and raw material) for the development of industry and other nonagricultural sectors (Rosenstein-Rodan, 1943; Lewis, 1954; Ranis and Fei, 1961). Many of these analysts highlighted agriculture for its resource abundance, and its ability to transfer surpluses to the more important industrial sector. India being a predominantly agrarian economy and an agro-based industrial structure, the interrelationship between agriculture and industry has been one of the major issues for the researchers and policy makers since the beginning of the planning period. In the pre and early post-independence period, the industry sector had a close relationship with agriculture due to the agro-based industrial structure (Satyasai and Baidyanathan, 1997). Satyasai and Viswanathan (1999) found that the output elasticity of industry with respect to agriculture was 0.13 during 1950-51 to 1965-66. Rangarajan (1982) has found that a 1.0 percent growth in agricultural production increases industrial production by 0.5 percent, and thus, GDP by 0.7 percent during 1961-1972. However, the industrial sector witnessed a slow growth, stagnation since the mid 1960s, which was largely attributed to the stunnedagricultural growth and favourable agricultural TOT, among other factors (Patnaik, 1972; Nayyar, 1978 and Bhatla, 2003).10 In fact the interdependence between the two sectors has found to be weakened during the 1980s and 1990s (Bhattacharya and Mitra, 1989; Satyasai and Viswanathan, 1997). For instance, Bhattacharya and Rao (1986) have found that the partial output elasticity of industry with respect to agriculture has declined from 0.15 during 1951/52 – 1965/66 to 0.03 during 1966/67-1983/84. Contradictorily, Satyasai and Viswanathan (1999) found that the output elasticity of industry with respect to agriculture has increased from 0.13 during 1950/51-1965/66 to 0.18 during 1966/67–1983/84, and then remained at the same level 0.18 during 1984/85-1996/97. The deteriorating linkages between agriculture and industry have been primarily credited to the deficiency in demand for agricultural products, decline in share of agro-based industries coupled with slow employment growth (Rangarajan, 1982; Bhattacharya and Rao, 1986; and Chowdhury and Chowdhury, 1995). Sastry et al. (2003), for the period 1981-82 to 1999-2000, found that the forward production linkage between agriculture and industry has declined, whereas backward production linkage has increased. They also found significant impact of agricultural output on industrial output, and that agriculture’s demand linkage to industry has declined, while that of from industry to agriculture has increased. The early writers, for example Rosestein-Rodan (1943), Lewis (1954), Scitovosky (1954), Hirchman (1958), Jorgeson (1961), Fei and Ranis (1961) and others emphasized the role of agriculture only as a primary supplier of wage goods and raw materials and abundant labour supply to industry (Johnston and Mellor, 1961 and Vogel, 1994). The role of agriculture in the transformation of a developing economy was seen as ancillary to the central strategy of accelerating the pace of industrialization (Vogel, 1994). Kalecki (1976) also pointed out the importance of investment and technological advances in agriculture for the rapid development of industry. The traditional literature on inter-sectoral linkages in the growth process generally emphasises the role of agriculture as a primary supplier of wage goods and raw materials to industry (supply-linkage on the one hand and as a provider of major output for in- dustrial goods (demand linkage) on the other [Johnston and Mellor, 1961 and tertiary sector in a modern economy. Further, it may be noted that with growing mechanization of agriculture it becomes dependent on industry for basic inputs, like, fertiliser, power, pesticides, etc. Incidentally the agriculture-industry relationship becomes more complicated in this process. A slow growth of net availability of food- grains or alternatively the movement of inter-sectoral terms of trade in favor of the agricultural sector is believed to cause deceleration of the industrial sector. However, empirically speaking there was no slow down in the growth of production of food- grains after the mid-sixties [Ahluwalia: 1985]. Nor was there any fall in the marketed surplus of agriculture [rhamarajakshi: 1977] so as to be related to the industrial decelera- tion. But, so far as the agriculture vis-à  -vis industry terms of trade is concerned, one en- counters a series of mixed evidence. Whe Thamarajakshi [1977], and Mitra [1977] visualised a favouralJe terms of trade for the agricultural sector during the mid-sixties andearly seventies, Khalon and lyagi [1983] obtained evidence that stand quite contrary to others view. Mundle [1977], however main- tains that in terms of intersectoral resource flow-of which terms of trade is just a single component-the industrial sector has been undergoing loss since the mid-sixties. Prior to that it was agriculture which was experiencing an outflow of resources. Rangarajan [1982a] in his macro econometric model makes an attempt to capture the demand linkage between agriculture and industry. He identifies a positive impact that agricultural output has on the demand for industrial consumption goods. The effect of foodgrain terms of trade on industrial products has been negative but elasticity is negligible. Both agricultural output and terms of trade had a positive influence on household saving and investment. Keeping in view such segmented impact of agriculture on industry zplaining the behaviour of indugtrial produc- tion purely in terms of agricultural performance .Bhattacharya and Rao [1986] emphasisesthe sluggishness that continued in the per-formance of industry even after the relative relaxation of the wage goods constraint that occurred during the green revolution period. Thus, the theoretical literature in the â€Å"agriculture-industry linkages † has broadly highlighted the place of agriculture and non-agriculture sector, especially industry in the development process and contribution of each in augmenting growth of output and employment. Most of the theoretical literature has largely focused only on one side of the â€Å"agriculture-industry linkages ’’ i.e. either the supply side linkages or demand side linkages. However it is both the demand side and supply side linkages that work together in an inter-sectoral framework, which determines the interlinkages between the two sectors. In this respect Bhaduri (2003) and Bhaduri (2007) are two important contributions in the literature. Bhaduri (2003) extends Kaldor’s model by considering the role of the agricultural surplus from the supply side as well as the importance of the demand side effect for industrial goods. In this set up, both the sectors grow in tandem, reinforcing and reinvigorating each other’s growth impulse, by resolving each other’s potential realization problem (Jha, 2010). Further, Bhaduri et al. (2007) have extended the Kaldor’s model by contrasting between the supply side and demand side linkages of the two sectors from the TOT point of view. Thus there has been lot of researches, publication and models on the topic â€Å"Agriculture industry linkages in the economy† given by many renowned economists, and peoples associated with this field. Everyone concluded that there is an unlimited linkage between two sectors which not only develop one other but also give birth to other sectors as well. A decentralized supply chain Is one where each supply chain entity – manufacturer, retailer, intermediary, is free to make it's own operational decisions. However, these decisions need not necessarily all be in the best interest of the entire supply chain, but rather are usually taken keeping in mind the best interests of just the individual entity. a) Recent Literature on supply chain co-ordination with contracts Optimal supply chain performance requires the execution of a precise set of actions that are not always in the interest of the individual supply chain members, who are most often interested in only optimizing their own objectives (Cachon et al. (2003)). Optimal supply chain performance can be achieved if firms coordinate by contracting on a set of transfer payments that are design to align each firm's objective to the supply chain objective. This mechanism is termed decentralized supply chain co-ordination using contracts. In the following, we review some of the important contracts found in recent supply chain literature, the significant assumptions made while deriving the different contract types, the practical use and limitations of each type of contract. Through this section, we aim to develop an essential vocabulary of the state of the art in supply chain contracts and to use this knowledge to develop optimal, coordinating contractual structures for the problems in this dissertation.( Cachon et al. (2003)). Wholesale price contract: With a wholesale price contract, the supplier charges the retailer a fixed price w per-unit of product purchased. Lariviere and Porteus (2001) analyze a wholesale price contract in the context of the news-vendor model. They consider a manufacturer producing a single good at a mar... ...ize the probability of achieving a certain target. They obtain contracts based on the pareto optimality criterion, which is again different from the Nash Equilibrium criterion usually used to derive optimal contract parameters. The authors setup a definition of a pareto contract as : â€Å"Within a contractual form, a contract is said to be Pareto if its parameter set is Pareto, that is, there does not exist an alternative parameter set such that no agent is worse off and at least one agent is strictly better off.† They also note that Pareto contracts do not co-ordinate a supply chain, because there is one agent that is always strictly better off than other agents and for a contract to co-ordinate a supply chain, we need that the optimal actions of the agents under the contract lead to pareto optimality for the supply chain, as a whole, and not any individual agent.

15. Tick Tock Tick Tock Tick Tock Hey Jake, thought you said you wanted me at dusk. How come you didn't have Leah wake me up before she crashed? ‘Cause I didn't need you. I'm still good. He was already picking up the north half of the circle. Anything? Nope. Nothing but nothing. You did some scouting? He'dcaught the edge of one of my side trips. He headed up the new trail. Yeah – ran a few spokes. You know, just checking. If the Cullens are going to make a hunting trip†¦ Good call. Seth looped back toward the main perimeter. It was easier to run with him than it was to do the same with Leah. Though she was trying – trying hard – there was always an edge to her thoughts. She didn't want to be here. She didn't want to feel the softening toward the vampires that was going on in my head. She didn't want to deal with Seth's cozy friendship with them, a friendship that was only getting stronger. Funny, though, I'd've thought her biggest issue would just be me. We'd always gotten on each other's nerves when we were in Sam's pack. But there was no antagonism toward me now at all, just the Cullens andBella. I wondered why. Maybe it was simply gratitude that I wasn't forcing her to leave. Maybe it was because I understood her hostility better now. Whichever, running with Leah wasn't nearly as bad as I'd expected. Of course, she hadn't eased up that much. The food and clothes Esme had sent for her were all taking a trip downriver right now. Even after I'd eaten my share – not because it smelled nearly irresistible away from the vampire burn, but to set a good example of self-sacrificing tolerance for Leah – she'd refused. The small elk she'd taken down around noon had not totally satisfied her appetite. Did make her mood worse, though. Leah hated eating raw. Maybe we should runa sweep east? Seth suggested. Go deep, see if they're out there waiting. I was thinking about that,I agreed. But let's do it when we're all awake. I don't want to let down our guard. We should do it before the Cullens give it a try, though. Soon. Right. That got me thinking. If the Cullens were able to get out of the immediate area safely, they really ought to keep on going. They probably should have taken off the second we'd come to warn them. They had to be able to afford other digs. And they had friends up north, right? Take Bella and run. It seemed like an obvious answer to their problems. I probably ought to suggest that, but I was afraid they would listen to me. And I didn't wantto haveBella disappear – to never know whether she'd made it or not. No, that was stupid. I wouldtell them togo. It made no sense for them to stay, and it would be better – not less painful, but healthier – for me if Bella left. Easyto say now, when Bella wasn't right there, looking all thrilled to see me and also clinging to life by her fingernails at the same time†¦ Oh, I already asked Edward about that,Seth thought. What? I asked him why they hadn't taken off yet. Gone up to Tanya's place or something. Somewhere too far for Sam to come after them. I had to remind myself that I'd just decided to give the Cullens that exact advice. That it was best. So I shouldn't be mad at Seth for taking the chore out of my hands. Not mad at all. So what did he say? Are they waiting for a window? No. They're not leaving. And that shouldn't sound like good news. Why not? That's just stupid. Not really,Seth said, defensive now. It takes some time to build up the kind of medical access that Carlisle has here. He's got all the stuff he needs to take care of Bella, and the credentials to get more. That's one of the reasons they want to make a hunting run. Carlisle thinks they're going to need more blood for Bella soon. She's using up all the O negative they stored for her. He doesn't like depleting the stockpile. He's going to buy some more. Did you know you can buy blood? If you're a doctor. I wasn't ready to be logical yet. Still seems stupid. They could bring most of it with them, right? And steal what they need wherever they go. Who cares about legal crap when you're the undead? Edward doesn't want to take any risks moving her. She's better than she was. Seriously,Seth agreed. In his head, he was comparing my memories of Bella hooked up to the tubes with the last time he'd seen her as he'd left the house. She'd smiled at him and waved. But she can't move around much, you know. That thing is kicking the hell out of her. I swallowed back the stomach acid in my throat. Yeah, I know. Broke another of her ribs,he told me somberly. My stride faltered, and I staggered a step before I regained my rhythm. Carlisle taped her up again. Just another crack, he said. Then Rosalie said something about how even normal human babies have been known to crack ribs. Edward looked like he was gonna rip her head off. Too bad he didn't Seth was in full report mode now – knowing it was all vitally interesting to me, though I'd never've asked to hear it. Bella's been running a fever off and on today. Just low grade – sweats and then chills. Carlisle's not sure what to make of it – shemightjust be sick. Her immune system can't be in peak form right now. Yeah, I'm sure it's just a coincidence. She's in a good mood, though. She was chatting with Charlie, laughing and all – Charlie!What?! What do you mean, she was talking to Charlie?! Now Seth's pace stuttered; my fury surprised him. Guess he calls every day to talk to her. Sometimes her mom calls, too. Bella sounds so much better now, so she was reassuring him that she was on the mend-On the mend? What the hell are they thinking?! Get Charlie's hopes up just so that he can be destroyed even worse when she dies? I thought they were getting him ready for that! Trying to prepare him! Why would she set him up like this? She might not die,Seth thought quietly. I took deep breath, trying to calm myself. Seth. Even if she pulls through this, she's not doing it human. She knows that, and so do the rest of them. If she doesn't die, she's going to have to do a pretty convincing impersonation of a corpse, kid. Either that, or disappear. I didn't hesitate at the door this time; I just walked through like I owned the place. I figured that would piss Rosalie off, but it was a wasted effort. With a pleased smirk, she set a silver bowl on the floor next to me. â€Å"Enjoy, mongrel.† It had once probably been a big mixing bowl, but she'd bent the bowl back in on itself until it was shaped almost exactly like a dog dish. I had to be impressed with her quick craftsmanship. And her attention to detail. She'd scratched the word Fido into the side. Excellent handwriting. Because the food looked pretty good – steak, no less, and a big baked potato with all the fixings – I told her, â€Å"Thanks, Blondie.† She snorted. â€Å"Hey, do you know what you call a blonde with a brain?† I asked, and then continued on the same breath, â€Å"a golden retriever.† â€Å"I've heard that one, too,† she said, no longer smiling. â€Å"I'll keep trying,† I promised, and then I dug in. She made a disgusted face and rolled her eyes. Then she sat in one of the armchairs and started flicking through channels on the big TV so fast that there was no way she could really be surfing for something to watch. The food was good, even with the vampire stink in the air. I was getting really used to that. Huh. Not something I'd been wanting to do, exactly†¦ When I was finished – though I was considering licking the bowl, just to give Rosalie something to complain about – I felt Bella's cold fingers pulling softly through my hair. She patted it down against the back of my neck. â€Å"Time for a haircut, huh?† â€Å"You're getting a little shaggy,† she said. â€Å"Maybe – â€Å" â€Å"Let me guess, someone around here used to cut hair in a salon in Paris?† She chuckled. â€Å"Probably.† â€Å"No thanks,† I said before she could really offer. â€Å"I'm good for a few more weeks.† Which made me wonder how long she was good for. I tried to think of a polite way to ask. â€Å"So†¦ urn†¦ what's the, er, date? You know, the due date for the little monster.† She smacked the back of my head with about as much force as a drifting feather, but didn't answer. â€Å"I'm serious,† I told her. â€Å"I want to know how long I'm gonna have to be here.† How long you're gonna be here, I added in my head. I turned to look at her then. Her eyes were thoughtful; the stress line was there between her brows again. â€Å"I don't know,† she murmured. â€Å"Not exactly. Obviously, we're not going with the nine-month model here, and we can't get an ultrasound, so Carlisle is guesstimating from how big I am. Normal people are supposed to be about forty centimeters here† – she ran her finger right down the middle of her bulging stomach – â€Å"when the baby is fully grown. One centimeter for every week. I was thirty this morning, and I've been gaining about two centimeters a day, sometimes more___† Two weeks to a day, the days flying by. Her life speeding by in fast-forward. How many days did that give her, if she was counting to forty? Four? It took me a minute to figure out how to swallow. â€Å"You okay?† she asked. I nodded, not really sure how my voice would come out. Edward's face was turned away from us as he listened to my thoughts, but I could see his reflection in the glass wall. He was the burning man again. Funny how having a deadline made it harder to think about leaving, or having her leave. I was glad Seth'd brought that up, so I knew they were staying here. It would be intolerable, wondering if they were about to go, to take away one or two or three of those four days. My four days. Also funny how, even knowing that it was almost over, the hold she had on me only got harder to break. Almost like it was related to her expanding belly – as if by getting bigger, she was gaining gravitational force. For a minute I tried to look at her from a distance, to separate myself from the pull. I knew it wasn't my imagination that my need for her was stronger than ever. Why was that? Because she was dying? Or knowing that even if she didn't, still – best case scenario – she'd be changing into something else that I wouldn't know or understand? She ran her finger across my cheekbone, and my skin was wet where she touched it. â€Å"It's going to be okay,† she sort of crooned. It didn't matter that the words meant nothing. She said it the way people sang those senseless nursery rhymes to kids. Rock-a-bye, baby. â€Å"Right,† I muttered. She curled against my arm, resting her head on my shoulder. â€Å"I didn't think you would come. Seth said you would, and so did Edward, but I didn't believe them.† â€Å"Why not?† I asked gruffly. â€Å"You're not happy here. But you came anyway.† â€Å"You wanted me here.† â€Å"I know. But you didn't have to come, because it's not fair for me to want you here. I would have understood.† It was quiet for a minute. Edward'd put his face back together. He looked at the TV as Rosalie went on flipping through the channels. She was into the six hundreds. I wondered how long it would take to get back to the beginning. â€Å"Thank you for coming,† Bella whispered. â€Å"Can I ask you something?† I asked. â€Å"Of course.† Edward didn't look like he was paying attention to us at all, but he knew what I was about to ask, so he didn't fool me. â€Å"Why do you want me here? Seth could keep you warm, and he's probably easier to be around, happy little punk. But when walk in the door, you smile like I'm your favorite person in the world.† â€Å"You're one of them.† â€Å"That sucks, you know.† â€Å"Yeah.† She sighed. â€Å"Sorry.† â€Å"Why, though? You didn't answer that.† Edward was looking away again, like he was staring out the windows. His face was blank in the reflection. â€Å"It feels†¦ complete when you're here, Jacob. Like all my family is together. I mean, I guess that's what it's like – I've never had a big family before now. It's nice.† She smiled for half a second. â€Å"But it's just not whole unless you're here.† â€Å"I'll never be part of your family, Bella.† I could have been. I would have been good there. But that was just a distant future that died long before it had a chance to live. â€Å"You've always been a part of my family,† she disagreed. My teeth made a grinding sound. ‘That's a crap answer.† â€Å"What's a good one?† â€Å"How about, ‘Jacob, I get a kick out of your pain.'† I felt her flinch. â€Å"You'd like that better?† she whispered. â€Å"It's easier, at least. I could wrap my head around it. I could deal with it.† I looked back down at her face then, so close to mine. Her eyes were shut and she was frowning. â€Å"We got off track, Jake. Out of balance. You're supposed to be part of my life – I can feel that, and so can you.† She paused for a second without opening her eyes – like she was waiting for me to deny it. When I didn't say anything, she went on. â€Å"But not like this. We did something wrong. No. I did. I did something wrong, and we got off track___† Her voice trailed off, and the frown on her face relaxed until it was just a little pucker at the corner of her lips. I waited for her to pour some more lemon juice into my paper cuts, but then a soft snore came from the back of her throat. â€Å"She's exhausted,† Edward murmured. â€Å"It's been a long day. A hard day. I think she would have gone to sleep earlier, but she was waiting for you.† I didn't look at him. â€Å"Seth said it broke another of her ribs.† â€Å"Yes. It's making it hard for her to breathe.† â€Å"Great.† â€Å"Let me know when she gets hot again.† â€Å"Yeah.† She still had goose bumps on the arm that wasn't touching mine. I'd barely raised my head to look for a blanket when Edward snagged one draped over the arm of the sofa and flung it out so that it settled over her. Occasionally, the mind-reading thing saved time. For example, maybe I wouldn't have to make a big production out of the accusation about what was going on with Charlie. That mess. Edward would just hear exactly how furious – â€Å"Yes,† he agreed. â€Å"It's not a good idea.† â€Å"Then why?† Why was Bella telling her father she was on the mend when it would only make him more miserable? â€Å"She can't bear his anxiety.† â€Å"So it's better – â€Å" â€Å"No. It's not better. But I'm not going to force her to do anything that makes her unhappy now. Whatever happens, this makes her feel better. I'll deal with the rest afterward.† That didn't sound right. Bella wouldn't just shuffle Charlie's pain off to some later date, for someone else to face. Even dying. That wasn't her. If I knew Bella, she had to have some other plan. â€Å"She's very sure she's going to live,† Edward said. â€Å"But not human,† I protested. â€Å"No, not human. But she hopes to see Charlie again, anyway.† Oh, this just got better and better. â€Å"See. Charlie.† I finally looked at him, my eyes bugging. â€Å"Afterwards. See Charlie when she's all sparkly white with the bright red eyes. I'm not a bloodsucker, so maybe I'm missing something, but Charlie seems like kind of a strange choice for her first meal.† Edward sighed. â€Å"She knows she won't be able to be near him for at least a year. She thinks she can stall. Tell Charlie she has to go to a special hospital on the other side of the world. Keep in contact through phone calls___† â€Å"That's insane.† â€Å"Yes.† â€Å"Charlie's not stupid. Even if she doesn't kill him, he's going to notice a difference.† â€Å"She's sort of banking on that.† I continued to stare, waiting for him to explain. â€Å"She wouldn't be aging, of course, so that would set a time limit, even if Charlie accepted whatever excuse she comes up with for the changes.† He smiled faintly. â€Å"Do you remember when you tried to tell her about your transformation? How you made her guess?† My free hand flexed into a fist. â€Å"She told you about that?† â€Å"Yes. She was explaining her†¦ idea. You see, she's not allowed totell Charlie the truth – it would be very dangerous for him. But he's a smart, practical man. She thinks he'll come up with his own explanation. She assumes he'll get it wrong.† Edward snorted. â€Å"After all, we hardly adhere to vampire canon. He'll make some wrong assumption about us, like she did in the beginning, and we'll go along with it. She thinks she'll be able to see him†¦ from time to time.† â€Å"Insane,† I repeated. â€Å"Yes,† he agreed again. It was weak of him to let her get her way on this, just to keep her happy now. It wouldn't turn out well. Which made me think that he probably wasn't expecting her to live to try out her crazy plan. Placating her, so that she could be happy for a little while longer. Like four more days. â€Å"I'll deal with whatever comes,† he whispered, and he turned his face down and away so that I couldn't even read his reflection. â€Å"I won't cause her pain now.† â€Å"Four days?†I asked. He didn't look up. â€Å"Approximately.† â€Å"Then what?† â€Å"What do you mean, exactly?† I thought about what Bella had said. About the thing being wrapped up nice and tight in something strong, something like vampire skin. So how did that work? How did it get out? â€Å"From what little research we've been able to do, it would appear the creatures use their own teeth to escape the womb,† he whispered. I doubted he could talk. tt was Rosalie – who'd been so still and quiet since Bella'd fallen asleep that I'd nearly forgotten her – who answered. She made a scornful noise in the back of her throat. â€Å"Of course there were no survivors,† she said. No survivors, blunt and uncaring. â€Å"Giving birth in the middle of a disease-infested swamp with a medicine man smearing sloth spit across your face to drive out the evil spirits was never the safest method. Even the normal births went badly half the time. None of them had what this baby has – caregivers with an idea of what the baby needs, who try to meet those needs. A doctor with a totally unique knowledge of vampire nature. A plan in place to deliver the baby as safely as possible. Venom that will repair anything that goes wrong. The baby will be fine. And those other mothers would probably have survived if they'd had that – if they even existed in the first place. Something I am not convinced of.† She sniffed disdainfully. The baby, the baby. Like that was all that mattered. Bella's life was a minor detail to her – easy to blow off. Edward's face went white as snow. His hands curved into claws. Totally egotistical and indifferent, Rosalie twisted in her chair so that her back was to him. He leaned forward, shifting into a crouch. Allow me,I suggested. He paused, raising one eyebrow. Silently, I lifted my doggy bowl off the floor. Leave Rose alo – † Bella broke off mid-sentence and sucked in a sharp breath. In the same second, Edward was leaning over the top of me, ripping the blanket out of the way. She seemed to convulse, her back arching off the sofa. â€Å"He's just,† she panted, â€Å"stretching.† Her lips were white, and she had her teeth locked together like she was trying to hold back a scream. Edward put both hands on either side of her face. â€Å"Carlisle?† he called in a tense, low voice. â€Å"Right here,† the doctor said. I hadn't heard him come in. â€Å"Okay,† Bella said, still breathing hard and shallow. â€Å"Think it's over. Poor kid doesn't have enough room, that's all. He's getting so big.† It was really hard to take, that adoring tone she used to describe the thing that was tearing her up. Especially after Rosalie's callousness. Made me wish I could throw something at Bella, too. She didn't pick up on my mood. â€Å"You know, he reminds me of you, Jake,† she said – affectionate tone – still gasping. â€Å"Do not compare me to that thing,† I spit out through my teeth. â€Å"I just meant your growth spurt,† she said, looking like I'd hurt her feelings. Good. â€Å"You shot right up. I could watch you getting taller by the minute. He's like that, too. Growing so fast.† I bit my tongue to keep from saying what I wanted to say – hard enough that I tasted blood in my mouth. Of course, it would heal before I could swallow. That's what Bella needed. To be strong like me, to be able to heal†¦. She took an easier breath and then relaxed back into the sofa, her body going limp. â€Å"Hmm,† Carlisle murmured. I looked up, and his eyes were on me. â€Å"What?† I demanded. Edward's head leaned to one side as he reflected on whatever was in Carlisle's head. â€Å"You know that I was wondering about the fetus's genetic makeup, Jacob. About his chromosomes.† â€Å"What of it?† â€Å"Well, taking your similarities into consideration – â€Å" â€Å"Similarif/es?† I growled, not appreciating the plural. â€Å"The accelerated growth, and the fact that Alice cannot see either of you.† I felt my face go blank. I'd forgotten about that other one. â€Å"Well, I wonder if that means that we have an answer. If the similarities are gene-deep.† â€Å"Twenty-four pairs,† Edward muttered under his breath. â€Å"You don't know that.† â€Å"No. But it's interesting to speculate,† Carlisle said in a soothing voice. â€Å"Yeah. Just fascinating† Bella's light snore started up again, accenting my sarcasm nicely. They got into it then, quickly taking the genetics conversation to a point where the only words I could understand were the the's and the ands. And my own name, of course. Alice joined in, commenting now and then in her chirpy bird voice. Even though they were talking about me, I didn't try to figure out the conclusions they were drawing. I had other things on my mind, a few facts I was trying to reconcile. Fact one, Bella'd said that the creature was protected by something as strong as vampire skin, something that was too impenetrable for ultrasounds, too tough for needles. Fact two, Rosalie'd said they had a plan to deliver the creature safely. Fact three, Edward'd said that – in myths – other monsters like this one would chew their way out of their own mothers. I shuddered. And that made a sick kind of sense, because, fact four, not many things could cut through something as strong as vampire skin. The half-creature's teeth – according to myth – were strong enough. My teeth were strong enough. And vampire teeth were strong enough. It was hard to miss the obvious, but I sure wished I could. Because I had a pretty good idea exactly how Rosalie planned to get that thing â€Å"safely† out.

This tax increases the private tax of production or consumption with the aim of reducing the overall demand for the product that is causing the negative externality. For instance: money collected from the congestion charge of a vehicle that is entering a busy road. The environmental taxes include – the landfill tax, the congestion charges, vehicle excise duty and plastic bag tax. Problems with environmental taxes: Pollution tax has the following related problems: Assignment of the right level of taxation Consumer welfare effects Investment and employment consequences. Carbon Tax: Carbon tax refers to the tax that is imposed on the fuels’ carbon content (Holler, 1991). All the hydrocarbon fuel contains the carbon content in it like petroleum, natural gas and coal. They release the carbon dioxide in the atmosphere when they are burnt. Carbon taxes are formed to reduce the green house effects of gas emission through cost effective means (Gupta, 2007). . Carbon taxes are very regressive and impact the lower income group largely. The impact of carbon taxes can be addressed using the tax revenue for the lower income groups. The features of carbon tax are: This is a direct tax on the content of carbon in fossil fuel. It is considered as the most economical and efficient means for conveying the price signals that are crucial for reducing the carbon content It can be structured for softening the impact of the additional cost by distributing to the households. Carbon tax is supported by economists, public officials, environmental leaders and citizens. The carbon tax policies of government are significant for taking the global effort to fight the climatic changes. Pricing carbon is a positive step towards it. Local Councils can take action against noisy, unruly neighbors and can pass by-laws preventing the public consumption of alcohol. Answer 2 Case Study – Overview Pakistan has recently considered taxing the carbon emission from the big fossil fuel industry and reduces its negative impact on the world’s climate. This was declared in the national climate change strategy. They emphasize on the use of renewable resources. The government will â€Å"consider introducing carbon tax on the use of environmentally detrimental energy generation from fossil fuels†, said the plan, launched at an event in Islamabad. (Reuters Point Carbon) The Pakistan government in their policy announced the tax on carbon at the rate of Pakistani Rupee 25 per ton. It started from 1 July 2012 with the objective of changing the policy later to market based emission trading scheme (Gillard, 2010). Pakistani economy suffered slow-down due to the climatic changes. Climate change refers to situation that reflects the significant changes in the patters on weather conditions over the particular time period. Climate changes are caused by various factors such as solar radiation variations, biotic process and volcanic eruptions. The human activities are also responsible for the severe climatic changes that have lead to global warming (Edward Miller, 2001). These severe climatic changes have the adverse impact on the overall cycle of earth’s process. Evidence for recording the climate changes has been taken from various resources that were used to reconstruct the past climates. The changes have affected the entire world and Pakistan has f aced the significant economic impacts due to this. Effects on employment: The carbon tax has the direct negative impact on the employment because it will lead to additional burden on the production cost. The trade sector will see the shift towards the non trading sector due to this. Effects on households: The household will experience the change in cost of the general commodities as the industries will include the cost of carbon tax in total cost of production. This will lead to negative impact and the household income will be reduced. Direct Action The government replaces the carbon tax with the direct action plan. The direct action plan includes the incentive program for the industries that reduce the carbon emission rate significantly (Preston, 2006). The key points of the policy are: Target of 55 reduction in carbon emission rate Scrapping the carbon tax and associated taxes Creation of green army for conducting the environment conservation work. The government released the white paper that has the details about the policy and the working of fund for emission reduction. The labor as well as the coalition supported this policy over the carbon tax. Contrary to the carbon taxes the policy emphasizes on gaining the incentives by reducing the carbon emission in environment. Policy also has the provision for compensation payment to tax payers for reducing the increase in prices. It directs the business to work towards the emission reducing projects. Pakistan is the largest contributor towards the green house gas emissions, so this policy will help the entire worlds by reducing the carbon emission without imposing any impact on the cost of production. Pakistan actually has the capability of achieving more than the 5% target. Pakistan will achieve the emission reduction project by 2020 in more efficient way. It will contribute towards the global action for addressing the climate change. By reducing the emission amount the economic growth of the Pakistan is expected to be doubled in next few years. It will directly impact the long term projection of the economic growth. Since it has no cost attached to it, it will be beneficial for the business as well as the house hold income. Instead the policy rules of taking the advantage of incentive will direct the business house to reduce the carbon emission without any impact on the cost of production. It is estimated that Pakistan economy will grow by 17% with this project. There will be no cost passed to the customers in the form of goods and services. It will also regulate the direct income transfer from Pakistan for buying the additional emission from the overseas. This will also reduce the indirect cost. This will have the positive trade effect. Carbon Tax Vs Direct Action Carbon tax policy as well as the direct action policy aims towards the reduction of the carbon emission in the environment. The base is same but the approach is totally contradictory. The direct action is better than the carbon tax policy because of the below mentioned facts: Carbon tax has the cost attached to it which will in return increase the cost of production whereas the direct action has the incentive policy which encourages the industries to reduce the amount of carbon emission without any effect. Carbon tax will lead to reduction in employment opportunity due to increased labor cost whereas this will not occur in the case of direct action policy. The direct action policy has the better targets and objectives as compared to carbon taxing. The carbon tax will reduce the household income due to the increased prices of commodity whereas the direct action plan will not have the negative impact on the household income. Carbon taxing policy will lead to increase in fuel prices and the actual efficiency will be reduced whereas the direct action plan will increase the efficiency of the industry and the quality of production. The direct action policy has the clear targets in terms of reduction of carbon emission whereas it is missing in the carbon tax policy. For dealing with the negative externalities, the Government of Pakistan has taken a positive step in the form of Carbon tax. This will reduce the green house gas emission and promote the use of renewable resources. This was not only Pakistan but the climate of entire world will get the positive results. Pakistan is taking the considerable steps to reduce the carbon emission in the environment. This is because of the fact that the economy of Pakistan has suffered due to the large amount of green house gas emission. The government introduced the carbon tax and direct action policy for the reduction of carbon emission. The carbon tax policy does not get the enough success and the direct action plan replaced it successfully. By the year 2020 Pakistan is aiming at significant control over the carbon emission in the environment. Answer 3 The carbon tax is very unique in nature but it is quite effective for reducing the impact of negative externalities. The main purpose of carbon tax is to reduce the carbon dioxide emission and with this save the severe climatic changes. However this is noted that only the carbon tax cannot save the climatic change and reduce the impact of negative externalities. The Pakistan government should also make other policies to reduce the impact of carbon emission in the environment. For this purpose they must make the policies and regulation of reducing the coal usage in industry as it causes lots of pollution and also it is a non renewable resource of energy. The government should compulsorily regulate the use of renewable resources of energy that are natural and reduces the emission of green house gases. Carbon tax policy is quite cost effective for the Pakistan economy and it is quite easy to switch from the pollution taxes to direct subsidies and promotes the cleaner and greener production technologies. However the impact of these taxes totally depends on how this money is being used for the reducing the impact of negative externalities (Scott, 2005). They must be balanced by decreasing the amount of other taxes by the method of revenue recycling. The green taxes can actually help the overall economy of Pakistan provided it is used in the right direction and the taxes are imposed religiously to achieve the main objective behind them. In the nutshell, it can be said that imposing the carbon tax is a very progressive step of the Pakistan government. However along with this they should also consider the following for dealing with the negative externalities (Bonnieux, 2002): Preserving the tropical rain forests in Pakistan Limiting the public access to the farm land for their recreational purposes Preservation of wet land Following the traditional ways of farm building Implementing the price-based instruments alter the prices of goods and services to reflect their relative impact. My discussion mainly covers three perspectives. First, I explain the factors influencing the EMCs innovation and change strategy and then, I evaluate the importance of change to EMC and the potential problems they face when EMC implementing the change. Finally, I evaluate the effectiveness of EMCs strategy for managing change within the organization. OVERVIEW OF THE COMPANY Exxon Mobil is the worlds largest publicly traded international oil and gas company. They hold an industry-leading inventory of global oil and gas resources. They are the worlds largest refiner and marketer of petroleum products. And their chemical company ranks among the worlds largest. However they are also a technology company, applying science and innovation to find better, safer and cleaner ways to deliver the energy the world needs. EMCs organizational structure is built on a concept of global businesses and is designed to allow Exxon Mobil to compete most effectively in the ever-changing and challenging worldwide energy industry. EMC operates facilities or markets products in most of the worlds countries and explore for oil and natural gas on six continents. Exxon Mobil uses innovation and technology to deliver energy to a growing world. They explore for, produce and sell crude oil, natural gas and petroleum products. They are committed to meeting the worlds growing demand for energy in an economically, environmentally and socially responsible manner. Therefore innovation and change strategy of EMC would be the most significant factor for the future business expansion. FACTORS INFLUENCING INNOVATION AND CHANGE Factors influencing the innovation and change differ according to the business context of the organization. For example if a particular company is engaged in energy industry they may highly concern about environmental factors whatever the change they need. Because the environment has a major impact on all the product and services portfolio of EMC. Therefore it is more important to understand the context of business of which a particular corporation is engaged in before moving into a changing situation. In addition modern technological advances, cultural changes, structure of the corporation and regulatory requirements also can be identified as other factors to consider. However, there is also a need to understand the magnitude of challenge faced in trying to effect strategic change. The context There is no one right formula for management of change. The success of any attempt at managing change will be dependent on the wider context in which that change is taking place. Then EMC need to have a rapid change. So there is no more time to waste. However there may be corporate decision and management plans for change. The management of EMC may have targeted at a kind of a change with the future forces. That can be taken a along time arena to change. No matter how significant the change, it may be that there is a need for the preservation of certain aspects of the organization, in particular those that are to do with the competences which changes need to be based. For EMC it is necessary to concern the environmental factors whatever the change they expect to see. And also there may be some competent employees and professionals to be retained in the corporation. Change may be helped if there is a diversity of experience, views and opinions within an organization. EMC has expanded their operations in six continents. So the diversity is higher than any other organization. Therefore EMC has to consider different needs of the diversified stakeholders in all over the world. The previous experience of change is also important. Therefore capability also plays an important role in change management process. EMC has demonstrated their capability in managing change with the current successful business portfolio. Capacity of the organization is also important to survive with the available resources. If a corporation has problems of lack of required resources the change will cause for a business failure. EMC has sufficient resources in all over the world. The current stage of the business life cycle in EMC has paved the way for this. The readiness of EMC is good. The management has understood the need for change. They have established them into their budgets. EMC has announced the expected change and the innovative expectation in there news article of A view to 2030. The power to change in EMC also is in a good position. The board of director consists of 11 directors of which 10 of the 11 directors on board are independent. CEO has 4 vice presidents for the decision making. Therefore EMC should understand from where the resistance is effect i.e. from top level or lower level. EMC is currently engaged in various activities such as production, exploration, refining, fuel marketing, natural gas and power marketing etc. And also it is global firm operates in six contingents with billions of employees around the world. Therefore when concern the business context of EMC it is much complex in nature. In addition the industry also is highly volatile with the development of the technology would also be significant to EMC. Culture As EMC operates in six continents this factor is highly an effect to the innovation and change strategy of EMC. EMC has to manage the stakeholders such as customers, suppliers and employees etc. in different contexts. Therefore there is a significant impact on the innovation and management strategy in order to create proper change management process. The cultural web provides a good basis of understanding the effects of cultural changes to any organization. It is a representation of the taken for granted assumptions or paradigm of an organization and the physical manifestations of organizational culture. (See below exhibit.) Therefore it is necessary to consider the cultural changes and their effects to the modern business arena for EMC. The cultural web also can be used as a way of understanding current organizational culture and desired future culture for EMC. Environment The environment is the most significant factor influence to any corporation to their innovation and change strategy. The concepts such as environment protection, sustainable development etc. has created the concerns of various regulators to control the organizations. The nature of the business portfolio of EMC is highly linked with the environment. They explore in environment, mining and extracting from environment and finally the consumption of energy also releases the polluted air to the environment. Therefore EMC has to be highly concern about the environmental factors when they determine their changing strategies. Technology The technology is also a significant factor for the innovation and change strategy of EMC. The development of the modern technology has created a massive cost benefit opportunities to EMC. For example the mining machines can produce more efficiency than the laborers. In addition different technological developments have increasingly changed the research and development perspective of EMC. THE IMPORTANCE OF CHANGE TO EXXON MOBIL It is important to any organization to realize the need of change. The strategic change is considered at the initiation of the business portfolio and it should be evaluated by time to time ongoing basis. Change can be in any context. Therefore it is important to understand why EMC needs the change. By nature EMC engaged in energy industry. The crude oil prices and the regulatory requirements of government in different countries and the authorities may change time to time. Those external forces of change can not be predicted and also effect to whole organization. PROBLEMS OF IMPLEMENTING THE CHANGE However, even though the change is the most important thing to EMC there are several potential problems they have to be faced when they implement the change. The complexity of the geographical area is the major problem. In here EMC has to determine change strategy in order to line with the cultures, regulatory requirements and needs of the people in those countries. Some times there can be higher resistance from the above forces when we implement the change. EFFECTIVENESS OF MANAGING THE CHANGE WITHIN THE ORGANISATION The effectiveness of managing the change is depending on how management, employees and finally the organization as a whole face to the change event. In here it is most important to understand the styles and roles of change in a particular organization. Whoever is in the position of managing change needs to consider the style of management they adopt. According to the organizational context different styles are likely to be more or less appropriate. Education and communication This involves the explanation of the reasons for and means of strategic change. It might be appropriate if there is a problem in managing change based on misinformation or lack of information and if there is adequate time to invest in persuading people and give them the chance to assimilate the information. However there are problems here. Assuming that reasoned argument will overcome perhaps years of embedded assumptions about what really matters could be native specially if there is a lack of mutual trust and respect of between management and employees. Relying on processes of communication in a top down fashion may also be problematic. Change is likely to be more effective if those affected it are involved in its development and planning. Collaboration This is the method of participating in the change process is the involvement of those who will be affected by strategic change in the change agenda. For example the identification of strategic issues, the strategic decision making process, the setting of priorities and the implementing the changing event is done by the lower level. In EMC those all the parties are the contributors of the change. Its like a routine aspect but finally top level management can achieve the expected change event. Therefore the collaboration has become a way of building readiness, and capability for change. Intervention and Direction Intervention is the coordination of and authority over processes of change by a change agent. Direction involves the use of personal managerial authority to establish a clear future strategy and how change will occur. It is essentially top down management of strategic change. It may be associated with a clear vision or strategic intent developed by someone seen as a leader in the organization. EMC has the motto of taking on the worlds toughest energy challenges. It is useful to think of change agency more broadly. Change agent is the individual or group that helps effect strategic change within an organization.
